With the switch to GitHub Releases, @huonw lamented at not having a nice changelog anymore, as the changelog is essentially spread across the github releases.

Now that we have a docs site and automation, we should be able to fold in changelog generation 🎉

 * Treat them as a top level "type" of doc
 * Sidebar sorting is finicky :-/
 * Some friction around when we write the notes versus switch the
 'current' doc version
