Add a "Report a problem" button

Is your feature request related to a problem? Please describe.
During data analysis many problems related to data quality can be found by users. At this moment user can clean data and save them on his own profile on dataportal, but he can't report any issue to daf maintainers.

Describe the solution you'd like
I suggest to add a button near the data tables to report a problem, ie. opening a pre-filled issue (ie. the dataset id) on a repositry on github.

Need more info, we can't report problems on public github repo for now...
