Clarify the formal requirement on max length

We recently learned that a platform has a limit of 255 characters on the length of a purl. Please formally clarify any requirement on max length (even if it is unlimited). Include more compliance tests for length.

There are no specified max length in the spec indeed, and none in the URL specs either.
The practical URL length limits are from tools.
255 sounds super short.

If these articles are right, then we should likely come with a sensible recommend max, something like 1000 ish or 2000 ish or powers of 2.
