RPC is imcompatible with ERDAS LPS #297

latScale and lonScale are set to 1 degree.
When we test computed RPC with ERDAS LPS it did not work.
Geom format exported to IKONOS RPC format.

This part was open for our built libraries from OTB and other versions.
