Build changes since 2023-04-07

Hi Packagers,

Since 2023-04-07, we've altered a couple of ./configure options.

IDN (Internationalized domain names)

We've changed our default IDN from v1 to v2.
Version 1 was deprecated over five years ago.

If you ./configure without any options it will now build IDNv2.
To disable it, run ./configure --disable-idn2

Testing

To enable the unit tests, you used to need ./configure --testing
That option has been dropped.

Simply running make test will build and run the tests.
