Support tooltips on all Bootstrap supported components

Is your feature request related to a problem? Please describe.
Bootstrap tooltips can be added on a lot of components. I tried to add the custom attributes, hoping they would work out of the box on components.

Describe the solution you'd like
For all supported HTML elements, having a method like tooltip requiring string $placement (top, left, right, bottom) and string $title and the result would be as in Bootstrap's documentation.
