There is poor support for different version of Python

Add additional Python base images with different Python versions

A big yes. We added a very minor improvement here #960 but definitely it should be easier.

This should probably be implemented by expanding the Environment base images to include ones with Python 3.8/3.9/3.10 and 3.11
