Looks like Meta just announced an API for WhatsApp.

https://developers.facebook.com/docs/whatsapp/getting-started/signing-up

Looks like it can send messages via a POST and receive messages via a webhook.

Would be fun to add support to opsdroid.

I don't know about anyone else but I've already started getting spam messages on WhatsApp, so looks like folks have already jumped on this API 😅.
