oss-directory ci-default and GitHub app checks should be merged

What is it?

Currently it's not the most user friendly if ci-default fails. They have to go into the logs and look for the cause of the error.

We could run the checks from the GitHub app and report error messages in a PR comment to help the user quickly understand what they need to do to fix the error.
