Setup atlantis for terraform

Describe the feature you'd like to request

We want to continously deploy our terraform infrastructure setup. We should explore using atlantis for this as part of the pull request process. There are concerns about the security of this so any work on this should consider any specific concerns for security of having all of this on a public repository.

Describe the solution you'd like

Atlantis should be deployed for pull request reviews and continuous deployment. Some review of security concerns for this on a public repository should be done. At the very least, external PRs should require some approval to execute atlantis.
