Describe the feature you'd like to request

We should explore using argocd for gitops to our kubernetes cluster.

Describe the solution you'd like

ArgoCD is deployed and configured in our repo so that any changes to charts automatically gets deployed.

Describe alternatives you've considered

This is probably not where we should start as it's a bit of an involved setup. For now we should likely do #1328
