Separation Penalty Due To En Route Control.

Issue Description

Penalty assessed for separation issue outside of my control. Screenshot shows flights were already in this condition at the time of hand off and that I was assessed a huge point deduction.

I believe ZSLA helped me correct this in a fork I made many years ago, but I've long since forgotten how I did it. It would be wonderful if someone who can actually write code could address it. :)
