[Feature Request] Preference to globally disable auto-pop of Parts Library

Is your feature request related to a problem? Please describe.
The auto pop-up of Parts Library is bugging me - and this is a matter of taste, not a global requirement. But turning it off again, and again, and again on different components is a PITA. Why isn't there a global switch for this in addition to the individual component preference checkboxes?

Describe the solution you'd like
In global preferences, a checkbox that globally turns off or on auto pop of "Parts Library" for all related components in one place. Its operation overrides and upon a save of Preferences, resets those of the individual checkboxes, (whether all checked or all un-checked).

Describe alternatives you've considered
Lumping it and going drinking instead.
