Background: In some domains, the term "standard" has specific meaning. In Workshop 4, there was discussion about whether we want to use the term "standard" or use other terms like "recommendation" or "guidelines". Or perhaps we might want to have terms for a graduate series of best practice documents, from recommendation to guideline to standard.

Issue: This should be discussed in the Standards Working Group and brought to the Members Council
