Create Proposal for projects moving to Emeritus status

We would like to create a consistent set of messaging for projects that have entered into emeritus stage. this may include but would not be limited to:

• Archiving or marking repos as read only
• Adding messaging to the project's repositories - how to contact someone about the project
• Adding messaging about whether the project will be patched (for security etc)
• Publishing an emeritus blog post
• Updating the stage status with the CPC
• Transitioning any remaining access permissions etc to the foundation
