STA SWG's view on Connected Systems

As there are many questions raised in the Frascati TC and Huntsville TC, regarding the potential overlaps of STA SWG and Connected Systems SWG, I recommend that we can work on a document, as our SWG's view of the Connected Systems, and share it with the community, including OAB.

Although I believe it should be a new SWG's responsibility to justify that they are not "reinventing" the wheel, I believe it's also useful for the community to know our view, as we are the experts of STA.
