Let collective admins view agreements

Hello! I noticed a new feature on the fiscal host settings called "Legal Documents" where we can attach separate agreements with collectives through OC. Is it possible for the groups to also see these legal agreements? It would be really useful for us as we have to contract with our campaigning groups differently. Cheers for any info on the above!

Given that agreements take place between hosts and collectives, it makes sense to allow access for both parties. We may want to have a flag to make this behavior conditional - we need to check with other fiscal hosts already using the feature what they think about that.
