What are they trying to achieve?

Enable fiscal hosts to customize their own onboarding flow on platform. Most fiscal hosts have a due diligence process they need to follow, certain questions or processes that need to be checked off like an onboarding call or 2 admins.

When onboarding a new collective, I want to be able to customize the onboarding flow, so I can keep track of where new groups are in the onboarding process
