Tax Forms: generate 1099s and autofill with the IRS

Fiscal hosts accountants who are doing tax forms at scale (OSC) use a service to compile all tax information, submit them to the IRS, and send people their 1099s (1099-MISC and 1099-NEC) by email. It sounds like something OC could be able to take care of, given we are the primary source of the info (especially since #7216).

Questions

• Are there any legal blockers preventing us from taking that responsibility?
• What is the exact process/flow?
