Minimum Order | error message not showing

Version 4.0.2.3

The minimum quantity error message in the cart is not showing. Already made the admin configuration.
It is working on my older version, 3.0.3.2, installed locally on my PC.

If you click the checkout button in the cart, it doesn't proceed to the checkout page, but it doesn't display any error or alert message.
