It appears to work if you install from source. See Dockerfile for a good starting point of prerequisites and compilation commands to use.

it works fine, even if you install from the command line old repository with sudo apt install openalpr - you just have to move the language files to the correct folder/ or edit the path to the language files. (debian linux)

The project works fine, and doesn't require a purchased license. It's not necessarily supposed to be a standalone tool that you can use like an app, but it works great at what it's designed to do.
