Fix Debugger for Chrome extension

The Debugger for Chrome extension is currently broken and outdated in this repository,

If the extension is broken it might mean that we missed an essential build step when publishing the first version. Unfortunately the source repo does not offer vsix downloads in its releases, so we should find out how to build that project properly:
