Add --exclude to gator CLI

Describe the solution you'd like
when using the gator cli, I wish there was a way to exclude files as a command argument. I was thinking something like this:

gator test -f opa/general --exclude kustomization.yaml

This would prevent WARNINGS that we receive:

2024/03/05 11:03:33 WARNING - Resource named "" (from file: "opa/general/xxx/kustomization.yaml") is already defined in file: "opa/general/kustomization.yaml"

Environment:

• Gatekeeper version: gator version 3.15.0 (Feature State: beta), opa/v0.60.0, frameworks/v0.0.0-20240110234408-18fa1fc7dc06
• Kubernetes version: (use kubectl version): Client Version: v1.24.13-eks-0a21954
