Issue To Be Solved

We can notify devs if they are currently in a flow project which has staged contracts that have failed migrations.

(Optional): Suggest A Solution

Add a notification if a staged contract has failed a migration. Allow the user to dismiss this notification (but refresh it if a new report comes in again).
