In our Variable transactions fees description, found here, https://docs.onflow.org/concepts/variable-transaction-fees/
let's mention the payer role, and how dapps can cover fees on behalf of their users.

Also, we should add an explanation of how a wallet can get the gas limit off a txn envelope.
