New Tag feature : Mutual exclusion

Mutually exclusive tags can be useful to have on OMERO. Having a group with three different tags and only one of then can be added to the image and prevent the user to add 2 of them on the same image. For example, for cell division states, boolean status... and other processes that are mutually exclusive by nature.
