Create a time zone module using the existent languages/countries file.
Opened for contributors.

Hi,
I would like to look into this module. Is there more information about the module?

What happens if a country has multiple timezones?
Should the pr add data to the countries.json?

I think that adding the data to countries.json could be a good idea.
