I routinely see non-FOI requests with similar patterns. Most commonly questions about Covid-19 quarantine or about immigration details.
Often including personal details of the requester or close family members.

Would it make sense to allow admins to configure a list of phrases and institutions which are common to these requests and automatically place them in the moderation queue?
