I prefer not to do a network scan, as this can lead to picking up weak signals when better ones are available. However changing the flag value from 5 to 4 has not obvious effect - the default setting when opening the Menu -> Tuner config -> Automatic scan menu is still "yes" for network scan, and unless this is changed a network scan is performed.

Have I misunderstood the intended effect of this flag?

The default setting on opening Automatic scan has nothing to do with the contents of terrestrial.xml

Planned read list freq from NIT_id
flags:
1: Network Scan
2: use BAT
4: use ONIT
8: skip NITs of known networks
This is bitmap and combinations can be used.
