Make setting indentRainbow.ignoreErrorLanguages available in .code-workspace file

Currently the setting is due to the impicit scope window not available in a .code-workspace file. By changing the scope of this setting to resource (see this example from another extension) it will become available in the .code-workspace file. The change of scope could also be considered for other settings.
