Rework parameter encoding/serialization

We have a bunch of issues open regarding parameter serialization

I want to create a dedicated package @oazapfts/params (or similar) that is capable of handling all the permutations possible when sending data to the server, including sending as headers, query-params, path-params, body, exploding, not exploding etc.
