Bug report

Describe the bug

The tgt_b_plane_lunar_transfer tests scenario fails and I frankly have no idea why. The dynamics are identical, the state at which the targeter starts is nearly identical, and the targeted B-Plane is also identical. All other targeting works correctly... but for some reason in this case, GMAT is a whole 3 km/s cheaper than Nyx (the maneuver is still far from cheap!). It also takes exactly the same number of iterations in GMAT and Nyx to converge.

To Reproduce

Run the tgt_b_plane_lunar_transfer test scenario.

Expected behavior

I expect the result to be the same as GMAT's.

Code to reproduce the issue

Already in the code base.
