Update Dataset: DCP Housing DB

We already added the project-level file to NYCDB, but it could be useful to include some of the aggregate versions DCP also makes available. We can edit the existing nycdb dataset to add additional tables for those

Here is the existing definition for the dataset in NYCDB:
