edits to src/readme for getting set up to contribute

• add links to download docker
• fix issue with running tests - either change the code for db name nycdb_test or update the suggested command for tests to overwrite it, as it's done elsewhere
• add suggestion to set up SQL client, with links to postico/dbeaver and how to connect to DB running within docker
