Implement DeploymentCodes for Allocations

As a first step to implement the Allocations we need DeploymentCodes in the database that reflect the PZCs from IVENA.

Describe the solution you'd like
There needs to be a primary key that reflects a global PZC (currently using the ones from the state of Hessen for that) and that has the ability to store the codes from other states that would be equivalent to allow a mapping of the Deployments regardless of the state - because the different states use partially different codes.

Describe alternatives you've considered
There is no real alternative, having all of this hardcoded is plainly wrong. There might be the need to have some kind of hydrator that allows to fill the database with the default values.
