Identify residential zones

The DfT deliverable is to identify residential zones that can be served by a major safe route to school. So as part of this we will need to identify residential zones themselves (MSOA/LSOA or some definition of built-up areas?). Then we will need to look at how these can be served by routes to schools.

Of course it is useful to look into combining travel to school data with travel to work, but that comes later.
