Issue

In a cluster where the vowel sign i and the base are ligated into a single glyph, an anusvara is placed above the vowel sign. Otherwise, the anusvara is placed above the base.

So the anusvara anchors on those ligated glyphs look to have been placed manually, so I kind of have to assume (to be charitable) they've been placed deliberately. I think I'd like to see some examples of these ligature forms with anusvara before I start moving things around.
