notary can't start with postgres 14.1 #1625

We found that the notary can't start up with postgres 14.1 which is shipped as the default postgres version inside Photon 4.0.

This may require the gorm dependence to be upgrade.

@zyyw does this come from the PSQL SCRAM authentication issue ?
