Describe the usecase for the feature

Allowing the user to use a single script to both install and manage NocoDB. The script should also allow the user to reinstall NocoDB if required.

Suggested Solution

Modify the noco.sh to

1. When running for the first time
   • The script should install NocoDBNocoDB
2. When running with an existing NocoDB installed
   • Show a menu offering to configure or reinstall NocoDB
   • If the user chooses to configure run the help script
   • If the user chooses reinstall remove the existing instance and run the installation script
