Official sys-clk overlay doesn't require toolbox.json which might cause crashes on AMS 0.18.0 #196

The issue is referenced here:

To sum it up, as referenced by p-sam, this toolbox.json for Tesla's ovl-sysmodules overlay should not be included since the official sys-clk overlay has its own ON /OFF toggle (Open Tesla menu, go to sys-clk, Enable Service). This json file is not present in their official release and might lead the system to a crash if discrepant wrt the other toggle (Having sys-clk's ENABLE SERVICE ON and toggling OVL-sysmodule's OFF, for instance). Since the official overlay comes with its own toggle, having this additional toggle is redundant and should de discarded to avoid potential unnecessary crashes.

This is actually trickier than I thought. Without the sys modules trigger, it crashes as well since the service is inactive when launching the system for the first time (no boot2.flag, which is present on the official release). So I guess it's better to leave it as it is...? Crashes once, reboot, good to go? Atmosphere 0.18 is a bit problematic from a compatibility standpoint
