App Exceptions for specific features [enhancement]

Description

I would appreciate it if certain features could be turned on or off for specific apps, instead of having to manually turn them on or off system wide.

Rationale

Certain features like smooth scrolling don't work nicely in every app, for example:

A game I like to play, RimWorld, doesn't scroll nicely with smooth scrolling on. It's a bit annoying to turn off smooth scrolling everytime I start the game.
