Update for 2024-guidelines

@martinpub @AndersEkl do you know if there are plans for a validator? There's a lot of changes in the 2024 guidelines, but I have not heard of any plans for an update to this validator. I think initial planning of a new or updated validator should start soon if you want to have a 2024-validator this year.

Hi @josteinaj! We decided this time to start working on the guidelines, and they have been slightly delayed. However, we will soon be ready to present a draft to the guidelines group, perhaps that's also a good time to start modelling a validator update project? We realise that we will need extensive updates to the validator in order to cover 2024-1.
