Comparison to the extras/sysinternals package

There is also a sysinternals package in the extras repository: https://github.com/ScoopInstaller/Extras/blob/master/bucket/sysinternals.json
Any reason why there are two different packages for sysinternals? Could this be merged to the extras one? Or vice versa?
