choose service instead of entity in action

I think it would be better to choose a service for the action, than an entity. (Wasn't that even the case once?)
How should I run scripts (without create a needless helper to get an entity to switch for acitvate the script)? Or perhaps I want to push a msg to mqtt or sth. other things, that work without entitys?

Works by yaml, but would be nice if this would be integrated in the ui and I think with changing entity chooser to a service it will be much more usable.

in the current state, it is not even possible to set the light color when switching on without switching to yaml mode
