Tracking: Passing secrets to pull_request events in Actions (future state)

Opening this issue to keep track of possible future state where working with secrets in Actions is a bit (lot) more robust.

Currently:

With the exception of GITHUB_TOKEN, secrets are not passed to the runner when a workflow is triggered from a forked repository.
