[3rd party apps] Update maintainer team for all 3rd party app repos

Once we finish all of our transition steps DevEn should be removed as admins from all 3rd party app repos we no longer have maintainer responsibility over and the new maintainer team should be added to each repo.

Acceptance Criteria

• Determine which team will own these now NR-Labs or a the platform team?
• Add new team to GitHub team to all 3rd party repos
• Ensure the new team understands the purpose of each repo
• Ensure a team has been set as maintainer
• remove DevEn as admins from all 3rd party app repos
