Issue

The workflow wasn't built to handle the removal of a submodule. It's failing when trying to determine which submodule has been modified as part of this PR. Currently the only path forward is to just ignore this checks for this PR.

Resolution

Adjust the workflow so it won't fail on the removal of a sub module.
