Let's make the tagging page according to design

Some adjustments we need to make on the tagging page:

1. Make the article preview have a max width of 500px
2. Change the recommended side to max width of 500px width as well
3. Center the content on the page
4. When there are no recommended tags, remove the 'Recommended' label
