Workaround for Snowflake connection problems since 2024-03-01

Because of #309 (comment), the default configuration of Snowflake in Tor Browser stopped working on 2024-03-01. More background: https://bugs.torproject.org/tpo/anti-censorship/team/135.

There's a post on the Tor forum with workaround ideas. Future releases will likely also have workarounds.

Problems with Snowflake since 2024-03-01: "broker failure Unexpected error, no answer."

Some users reported having issues with Snowflake since today, 2024-03-01. This seems to be a similar issue to the one that happened last year.

The symptom of the problem is that Tor doesn’t make progress in bootstrapping. If you look at the Tor log, you will see messages like this:

[notice] Managed proxy "./client": broker failure Unexpected error, no answer.

If you use Orbot, you may be able to fix the problem by selecting the Built-in snowflake (AMP) option.
Please note that AMP cache probably won’t work in mainland China.
