nco creates directories locally on failure to access DAP

A funny feature of

NCO netCDF Operators version 4.9.4-alpha07 "Interleave" built by kouzne on kouznetsov14kl at Jul 25 2020 19:17:24
ncks version 4.9.4-alpha07

Way to reproduce

ncks http://123.456.com/asd/ert/1.nc out.nc

The command produces a lot of messages, including some html dumped to stderr, and exits with non-zero status, as it should. As a by-product ./asd/er directories get created.

I believe, NCO should never create directories it was not asked to create...
